In the end, the police determined that Biscuit will not be returned to his owner. Instead, he will live with Stogdill who obviously cares about her.
And the owner agreed in order to avoid charges.
“If an animal feels safe or an individual feels safe, they’re going to migrate towards that feeling of safety and being taken care of,” Banwart said.
Biscuit is recovering and gaining weight in a foster home that he feels at home with. So glad Stogsdill did not turn a blind eye on the plight of an emaciated dog.
“I believe I was meant to discover him and that we were supposed to cross paths,” Stogsdill said.
